Among the main actors in international politics exist the political parties. With regards to Turkish accession to the European Union (EU), the role of the EU members which have the most political influence over the EU institutions, und their governing parties is crucial. In this article, the policies of the German conservative parties (CDU and CSU) corcerning Turkey’s EU membership are examined. Without a doubt, the role of the Union parties which work together in the Federal Assembly in Berlin, could neither be neglected in the past nor can it be ignored in the future. This study argues basically that in the Turkey-EU relations it is necessary, to recognize and discuss – beside their fundamental arguments – the possible fears, anxieties and the related motivations of the mentioned parties and their voters.
ALMAN BİRLİK PARTİLERİ VE TÜRKİYE’NİN AB ÜYELİĞİNE İLİŞKİN TUTUMLARI
Uluslararası siyasetin temel aktörlerinin başında siyasi partiler gelmektedir. Bu doğrultuda, Türkiye’nin Avrupa Birliği (AB) ile ilişkisinde, özellikle yüksek nüfuza sahip AB üyelerinin ve onların iktidar partilerinin oynadığı rol açıktır. Bu makalede, Alman sağ partilerinin (CDU ve CSU) Türkiye’nin AB üyeliği hususundaki politikası incelenecektir. Hiç kuşkusuz, Berlin’deki Federal Meclis’te Birlik Partileri adında konuşlanmış olan bu partilerin rolü ne geçmişte yadsınabildi; ne de gelecekte yadsınacak. Çalışmada en genel anlamda, sözü edilen bu partilerin ve seçmenlerinin – başlıca argümanlarının yanında – olası korku, endişe ve ilgili motivasyonlarını tanımak ve tartışmak, Türkiye-AB ilişkisinde önemli olduğu kadar gerekli olduğu iddia edilecektir.
